The High Level Advisory Committee on Artificial Intelligence (AI) under the Prime Minister was established in November 2023 and coordinated by the Special Secretariat of Foresight. Its mission is to formulate a national policy for leveraging the potential of AI.

The first empirical strategic foresight research approach on the use of Generative Artificial Intelligence (Gen AI) in Greece, conducted by the Special Secretariat of Foresight, together with the National Centre for Social Research (EKKE) and the NCSR “Demokritos”, presents trends, opportunities, challenges, uncertainties and possible options that will shape the future of the Gen AI ecosystem in Greece.

The first official Greek document which comprehensively addresses the specific issue of the impact of the development and use of AI applications in health. The subject is topical, insofar as, on the one hand, remarkable relevant research initiatives are being taken, and, on the other hand, more and more AI applications are being established in clinical practice. Having already appointed a High-Level Expert Group of AI for its continuous support in AI issues and having organized repeated hearings of scientists and representatives of stakeholders, the Greek Commission in this Opinion maps the ethical issues raised by the applications of AI, approaches them through a set of ethical and operational-procedural principles, and formulates valid and feasible proposals for the harmonious integration of the AI applications in the Greek healthcare provision system.

The purpose of this White Paper is to set out the National AI Strategic Vision for Greece and to provide an initial plan of action on how to achieve this vision. It aims to accelerate the adoption and development of AI in both the private and public sectors in Greece, and increase the relevant skills and the research and development (R&D) base through the provision of the necessary AI infrastructure and enablers that will facilitate the Democratisation of AI.
